Phillip "Phil" William Carr peacefully entered eternal rest on June 14, 2025, at the age of 72 years old. Phil was born on September 9, 1952, in Charlottesville, Virginia. He was the son of the late Louise Ann Harris and William Phillip Carr, Sr.

Phil was the only Black participating in the field pole vault competition. He received the highest score in the competition and was a record breaker at Albemarle High School. He continued his education at Chowan College for two years.

Phil was raised by his grandparents, Lillie and Benjamin Carr. At that time, his family and acquaintances called him "Billy." Phil was always invited to all Carr family gatherings. The fact is he and his first cousin Louie "Chuck" were really like brothers. He had a quiet, quiet spirit and enjoyed being at the family gatherings of Aunts Christine "Tennie" and Pauline "Polly" homes. Phil, did not marry, but he was very fond of his nephew, Pomroy "PJ."

Phil joined the Rose Hill Baptist Church in Charlottesville, Virginia at an early age where he accepted God as his Lord and Savior. He remained a member of this church until he converted over to the Holy Comforter Catholic Church. Phil worked for seventeen years in the maintenance department of the Holy Comforter Catholic Church, where he later converted to Catholicism. Phil said one of the biggest reasons he converted was that he could go to daily mass.

Phil was a member of the Knights of Columbus, serving as an inside Guard for over 25 years. He was a Fourth Degree Knight and participated in multiple events. Victor Villar-Gonsalves, a member of the Knights of Columbus, provided the following statements about Phil's participation. "Phil was active in almost every color corps and honor guard event the assembly ever held both the old regalia and New ORD. As a fourth degree Knight, Phil participated in religious and civic functions, serving as honor guards at Masses, funerals and other events such as parades, wreath-laying ceremonies, and memorial services - symbolizing his faith and country. In addition, Phil volunteered for causes supporting individuals with intellectual disabilities (KOVAR), disaster relief, and the special Olympics. He helped with projects like building wheelchair ramps for the disabled, hosting blood drives and supporting veterans through visits to VA hospitals or care package drives. In addition, Phil helped with Coats for Kids and participated in Pro-Life events, ultrasound machine donations to pregnancy centers and marches for life. He served as an officer for his Council 3670 and the assembly as inside guard and inner sentinel." One of the church staff said, "Phil embodied the fact that one can be a faithful catholic and also be a faithful citizen." When he ended his employment at the Holy Comforter Catholic Church, Phil worked for ten years at the New York Fashion Store until his retirement at 69.
