Steve Carter is a 1983 Albemarle High School graduate. He was accepted to the University of Georgia where he focused on Recreation and Leisure Studies. As an athlete, Steve's drive and determination earned him a spot in professional baseball, where he played for eight years, including two years for the Pittsburg Pirates (1989-1990), as well as stints in Mexico, Venezuela, and Italy. Moving to Maryland in 1995, he began his career in Recreation in earnest, advancing through hard work, passion for the work he does, and a God-given ability to connect with people from all walks of life.

Since March 2019, Steve has served as Deputy Director for Facility Operations for the Department of Parks and Recreation for the Maryland – National Capital Park and Planning Commission (M-NCPPC). Prior to this appointment, he provided support to the residents of Prince George’s County since 2003 through various roles within the department, holding two positions as Division Chief, and as the first Executive Director of the newly formed Foundation in 2013.

With over 25 years of executive leadership experience in the field of parks and recreation, his work experience also includes holding the Executive Director position at the YMCA Silver Spring. He earned his Bachelor’s Degree in Parks and Recreation Management and Tourism from Frostburg State University.

Though he now lives in Maryland, he visits “home” often, and has a love for the city and a desire to give back to his hometown community. He engages in public speaking as he is able, grateful for the opportunity to motivate and encourage young people. Steve has served on numerous boards to include Chairing First Tee - Greater Washington, DC. He loves to fish and cook, and lives with his wife Cindy, and college-aged twin boys in Beltsville, MD.
